The Bureau of Reclamation's Technical Service Center selected Edward Frazar, P.E., as chief of the Civil Engineering Services Division 2. Frazar began his new position on April 9, 2023.
"The Technical Service Center provides unparalleled engineering and science services supporting Reclamation's mission delivering reliable water and power supplies to the West," said Chief Engineer David Raff. "Ed will continue TSC’s customer service focused activities and provide new and innovative leadership ensuring cost effective engineering solutions to western water needs."
"Ed brings a broad range of civil engineering and leadership experience to this position," said TSC Director Dick LaFond. "He has a sound understanding of Reclamation and the work performed by the TSC in support of its mission.”
Frazar will lead the TSC’s:
- Three Waterways and Concrete Dams Groups that specialize in structural, hydraulic, and risk analyses; and evaluations and designs of concrete dams, spillways and outlet works.
- The Construction Management and Specifications Group that provides a full range of construction management, and specifications development and coordination services.
- The Estimating Services Group prepares planning level, final design level, and independent government cost estimates for Reclamation’s heavy civil and specialized mechanical and/or electrical construction.
Prior to Reclamation, Ed was the chief engineer at the State of Colorado Department of Natural Resources for 15 years where he managed the design, dam safety, contracts, and construction units responsible for the state’s dams, fish hatcheries, wildlife areas, buildings, and facilities.
Frazar grew up in Colorado and earned a Bachelor of Science degree in civil engineering from the University of Colorado in Boulder. He became a registered professional engineer in 1989. He is an outdoorsman, alpine skier, and enjoys history and genealogy.
