History
De Soto National Memorial (DESO), located at Shaw’s Point near Bradenton, Florida, was authorized by Congress as a unit of the National Park Service (NPS) on March 11, 1948. Specified to not exceed 25 acres in size, DESO would stand as “an appropriate memorial to Spanish explorer Hernando De Soto and to construct a suitable memorial structure together with connecting roads and public facilities for the benefit of the people of the United States." The memorial was established to both commemorate the expedition, as well as serve as a marker for where the landing of De Soto’s ships was thought to have taken place. At the time of the memorial’s dedication on March 2, 1950, it included 24.182 acres of land donated by Dr. William Daniel Sugg and Dr. Lawry W. Blake. In 1960, Congress approved the expansion of the memorial’s borders to its current 27 acre size.
DESO has enjoyed steady growth in attendance and infrastructure throughout its history. With only Superintendent Richard G. Hopper, a caretaker, and clerk on staff, and minimal facilities other than a county road and the Colonial Dames of America monument marking the 400th anniversary of De Soto’s expedition, visitation to DESO increased from 1000 to 2000 visitors monthly in 1950 to nearly 64,000 visitors in the year of 1959. The launch of “Mission 66" in 1956 in preparation for the NPS’s 50thanniversary in 1966 brought greater funding to DESO for the development of facilities and programming. Some of these improvements included the creation of a visitor’s center, parking, and office space, as well as the implementation of an interpretation program and erosion control to protect the memorial’s coastline. By the early 1970’s the memorial was attracting 134,000 visitors annually, had hired an historian, created its first interpretive film (“De Soto: The Legacy of a Legend") and expanded its living history program with the opening of Camp Ucita, a reproduction of the Indian village used by De Soto as the base camp for his expedition. In the 1980s and 90s attendance to DESO fluctuated around 200,000, to nearly 250,000 visitors annually in 2000s. As of 2015, DESO welcomes upwards of 300,000 to 400,000 visitors annually.
Despite being one of the smallest public lands within the NPS, DESO has faced, and continues to face, many challenges to its interpretive mission and its existence as a protected natural space. Changes in historical scholarship and social perspectives have had the biggest effect on how the memorial tells the story of the Hernando De Soto expedition. Scholars have long debated the exact path of the expedition; utilizing both archeological evidence and written accounts from survivors of the expedition. The placement of a national memorial at Shaw’s Point to commemorate and mark the spot of the landing of De Soto’s expedition is the direct result of a change in consensus of present-day Tampa Bay as the theorized landing spot amongst historians and the United States De Soto Expedition Commission in the 1930s. In the 1980s, however, the scholarly consensus on Shaw’s Point as the probable landing spot shifted back to Tampa Bay. The lack of definitive archeological evidence directly pointing to De Soto and his group, has been the biggest challenge for attempts made by scholars or agencies wishing to retrace De Soto’s route for the creation of studies or trails. It should be noted that the only concrete archeological evidence found that links the De Soto expedition to a particular place was found in 1986 in Tallahassee, Florida at what is now the De Soto Site Historic State Park. It is believed that this is the site of the expedition’s 1539-40 winter encampment.
To compensate for the uncertainty surrounding De Soto’s path, the memorial adopted a more interpretive focus and put its efforts towards commemorating the historical importance of the expedition as a whole. This nuanced approach put DESO at odds with the Conquistadors, a component of the Hernando De Soto Historical Society that at the time was responsible for the De Soto Celebration (also known as the De Soto Pageant). The De Soto Celebration was held annually in Bradenton beginning in 1941 and included a parade, beauty pageant, and starting in 1948, a landing re-enactment at Shaw’s Point. Popular with the local community and a draw for tourism, the celebration was more festive than historically accurate. Nonetheless, the memorial’s position to yield to the theory of the scholarly community that Shaw’s Point was not the spot of the expedition’s landing damped the allure of the event.
The view of the expeditions of Spanish conquistadors like Hernando De Soto within the public consciousness has also influenced how the memorial interprets De Soto. Formerly seen as a glorious expedition, De Soto’s trek began to be seen as one of barbarity as Native American perspectives gained more recognition, and by the late 1980s through early 1990s histories of the slaughter and enslavement of Native Americans by conquistadors became more commonplace. To account for the sensitivity surrounding De Soto’s treatment of Native Americans, the producers of the De Soto Celebration agreed in 1994 to change the name of their event to the Florida Heritage Festival (also known as the De Soto Heritage Festival). DESO also replaced the annual landing re-enactment with an Indian cultural arts festival and focused more effort into educating the public on the impact the expedition had on native peoples.
Land development in the Bradenton area as well as natural disasters has also provided challenges to the memorial. Since the memorial’s dedication in 1950, the population surrounding it has increased from nearly 35,000 people to over 340,000 people recorded in 2013.This resulted in contested land surrounding the small memorial at Emerson Point and Riverview Landings across the river, until coordinated community efforts led to the purchase of the Emerson Point property and former church lands on either side of the memorial in the effort to buffer the space from outside development. However, efforts to prevent River View Landings’ residents from building a dock that protruded into the view shed from the memorial’s beach failed.
Natural disasters are an annual threat to the memorial. Located on land described by an NPS historian who surveyed the site in 1949 as “low, swampy, and wet," it is at constant risk of being washed away, especially during hurricane season. Ongoing beach erosion has been the subject of studies and the recipient of substantial funding. Efforts to control erosion include log groins, earthen berms, and mangrove plantings, however none have provided a long-term solution.
Despite its challenges, the memorial’s greatest asset has been its connection to the community. The memorial has a long history of success with its volunteer program. Over the decades volunteers have helped the relatively small staff at DESO run the visitor center, act as historical interpreters at Camp Ucita, and assist with clean-up and maintenance efforts. The memorial also reaches out to local schools by offering class field trips to the memorial or “in-class fieldtrips" with a guest ranger in schools.

A park superintendent is responsible for park oversight, planning, staffing, budget, community relations and overall park resource protection. The following superintendents have lead De Soto National Memorial since its dedication in 1950: Richard Hopper (1950-1961); Ned Hayward (acting, 1961); Carl L. Stoddard (1961-1962); Ned Hayward (acting, 1962-1963); Lloyd M. Pierson (1963-1964); M. R. Van Egmond (acting, 1965); Vincent S. Gannon (1965-1967); Lee Lissy (acting, 1967); Arthur F. Graham (1967-1972); Richard Hite (1972 -1992); Barbara Goodman (1993-1997); Carol Clark (1997-2000); Charles Fenwick (2001-2006); Scott Pardue (2006-2013); and Jorge Acevedo (acting, 2013).

This series is organized into subseries by type of event: Subseries A: De Soto Celebrations, 1939- 1993; Subseries B: Community Events, 1987-1995; Subseries C: Park Events, 1988-1993. This series includes events developed by the park as well as community-sponsored events which included park participation. It includes the De Soto Celebration, a large annual community festival in which the park participated from 1950 until 1993.
